Africa Region (1985-1997)
Principal Economist for Zambia (1991-1997) - Managed first externally-supported clearance of arrears in the World Bank for Zambia in l991; managed two Country Economic Memorandums as basis for Bank's program of policy advice and financial assistance; managed four adjustment support operations in support of Zambia's economic reform program of early 1990s; advised Country Director on major policy issues; and negotiated with Zambia government (and partners) on interplay of economic reform and financial assistance.
Country Economist for Mali and Nigeria (1985-1991) - Authored economic reports, including first Public Expenditure Review for Nigeria directly involving government and aid partners in preparation and assisted in analysis and negotiation of major adjustment operations.

Principal responsibility was to advise on ways in which employment and output base of the economy could be diversified away from diamonds and cattle into manufacturing, services, and non-traditional agriculture
